Is the FBX importer not smart enough to reuse a texture when it's used on multiple materials in the imported FBX

If I import an FBX file that has multiple materials/slots and a texture is references by multiple of those materials, instead of just importing the texture once and reusing it, the importer complains about a “texture name clash” and imports the same texture again, with a different name.

This issue (UE-105047) describes the problem but for some reason it’s marked as “By Design”, which I don’t understand.
