World Partition becomes problematic past 19k actors (lag, fall through geometry as player)

Summary

When an island moves past 19k actors spaced out with world partition enabled, when live edit opens or a player joins in progress, they will fall through the geometry multiple times and it causes so many issues.

Steps to Reproduce

Place prefabs spaced out so memory doesn’t increase as a cluster
Do that until you have 30k actors (shown in outliner actor count - this is to make the issue more apparent)
Place a spawn pad on one of the prefabs
Start live edit
jump off the spawn pad and touch any geometry

Expected Result

Player doesnt lag or fall through geometry

Observed Result

Game lags based on the number of actors, everytime it lags the player will fall off any geometry that is spatially loaded and they wont be able to move. Lag spikes happen more when you have more actors, and the lag spike frequency increases as well.

PC (but happens to all)
