Third Person Control + Camera Fixed Angle Incorrect Crosshair/Cursor Placement on PC (not sure about console)

Summary

When using the Third person control on Twin Stick settings and camera fixed angle devices to create a top-down shooter experience the crosshair or cursor placement is off, badly, causing the player to miss 99% of the time. When you open the inventory screen, you’ll see another smaller cursor, that does appear to be the correct one, meaning it lines up with all of your shots. I believe the wrong cursor is being shown (when on PC at least) and this makes the third person control device practically unsuable without forcing aim assistance to correct for this bug. Steps to Reproduce

All of the settings used are in the video I’m attaching, but here are the main ones note i’m only listing the settings I’ve changed from default:
Third Person Control Device:
Facing Dir: Twin Stick

Camera Fixed Angle:
FOV: 110
Angle Pitch: -45

Expected Result

Your shots should line up with the crosshair when using the third person control device. The aim assist shouldn’t be mandatory to even get a mildly usable result.

Observed Result

The shots follow the wrong cursor.
