Players sometimes spawn without weapons

So I have made a zone wars and also a box pvp. It’s for 12 players, and I have 12 player spawners. When the players spawn then will get a random hero ability & weapons.
But sometimes there’s a glitch where the player don’t won’t get any powers or weapons, and not even the round after. The only solution for that player to get weapons is to leave the server and rejoin. Does anyone know what the issue can be?
